The Center is part of the Scientific Discovery through Advanced Computing (SciDAC) program of the U. S. Dept. Energy (DOE), Office of Science (SC).

CCTTSS is one of seven Integrated Software Infrastructure Centers (ISICs) within the portion of SciDAC overseen by the Mathematics, Information and Computer Science (MICS) subprogram within the Office of Science. The Program Manager is Fred Johnson.

Formal funding of the Center began in August 2001 and is expected to last five years.
